Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are waged: positive announcements are delivered from multiple capitals. Significant resources is devoted on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from enemy soil, a ability afforded by timely intelligence. From vantage locations, defense planes that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: perhaps the approaching threat won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Ongoing Risks
Soon after, a large-caliber weapon fired at a unmanned aircraft close by, part of a rapid response unit – almost certainly imported technology. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its target.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on external assistance – a reliance that regional partners are clearly incapable to substitute in the short term.
Failed Diplomacy
The detailed framework from American leadership generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, certainly, endure.
Strategic Calculations
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The US administration presumes that it is unfeasible to compel Moscow to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, Washington does minimal to discourage Russia, through diplomacy or military means, from assuming that the situation will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its favour.
Current Realities
Factually, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a only one week to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
